That is what a Spanish startup residence decision takes in practice: roughly 5 weeks for the ENISA report and 3 weeks for the UGE decision. The French decision period runs to four months.

Silence = granted

in Spain; in France it means refused

Article 76.1 of Law 14/2013: if the authority misses its deadline, the authorisation counts as granted. In France four months without an answer is a refusal, and you then have two months to appeal. The state pays for its own delay, not you — that is the core advantage of the Spanish procedure.

What we recommend, and why

France wins on several points and we name them. But on balance, for most founders, we recommend Spain — here is what that rests on.

What you get in Spain

A decision in about 8 weeks

Roughly 5 weeks for the ENISA report and 3 for the UGE decision, against up to four months in France. Close to half the time, and for a founder that is the difference between starting in autumn and starting in winter.

The state pays for its own delay

If the Spanish authority misses the deadline set by law, the authorisation counts as granted. France is the exact opposite: silence means refused. This is structural, not a matter of luck.

You can file from inside Spain

No leaving, waiting abroad and coming back. Filing extends your existing lawful status until the decision, so the move is not split in half.

No paid intermediary between you and the state

France certifies innovation through a partner incubator or letters from the local ecosystem, and a place on those programmes usually costs money. Arriving from outside without French contacts, that is a separate task and a separate bill. In Spain the ENISA report is part of the procedure and the agency charges the applicant nothing.

Language blocks neither the application nor daily life

Spanish citizenship asks for DELE A2 and CCSE. France requires B2 for naturalisation from 2026 and B1 for the resident card. The gap between A2 and B2 is years of study.

Where France is stronger

Citizenship in 5 years instead of 10

For most nationalities this is the biggest single difference, and France wins it outright. The price is French at B2. Exception: nationals of Ibero-American countries, Portugal, Andorra, the Philippines, Equatorial Guinea and Sephardim reach Spanish citizenship in 2 years — then Spain wins.

Twice the venture capital

€7.4bn across 618 rounds in 2025 against Spain's €3.1bn across 376. If you are raising locally there is simply more of it. One caveat: a French fund can invest in a Spanish company.

A lower financial bar

France's innovative route has no investment floor at all — resources from the annual SMIC, €22,404. We correct the €30,000 myth, and we will not hide what sits under it: the French bar genuinely is softer than Spain's.

A card up to 4 years, and family without a separate procedure

The French card is issued for up to four years. A spouse and minor children get their own cards under talent — famille, bypassing family reunification entirely. Spain's route is 3 years plus a 2-year renewal.

A clearer test if you are already in an incubator

The French test is whether the project is innovative, and the opinion comes from the ministry of the economy. For someone already accepted into a partner incubator that is a more predictable door than ENISA's assessment of a business plan.

Who should choose what

  • You want predictability and speed, you are arriving without French contacts, or you want to file while already in the country — Spain. That is most of our clients.
  • You hold nationality of an Ibero-American country, Portugal, Andorra, the Philippines, Equatorial Guinea, or Sephardi status — Spain, clearly: citizenship in 2 years against France's 5.
  • You are already accepted into a French incubator, plan to raise in France and are willing to reach B2 — then honestly, France suits you better.
  • You need an EU passport as fast as possible, the language does not worry you, and you have the network — France.
